11.1.2 Objectives of this Chapter
As agriculture around the world has been challenged to meet the growing need
for food accompanied by the competition for arable land that has been generated
by expanding human populations, it has relied upon a large and complex cadre
of scientific researchers, communicators, and technical advisors from both the
public and private sectors. The experience in agricultural technology transfer
is therefore both wide and deep, providing a useful basis upon which to build
an expanded capacity to meet climate change-related challenges.
Drawing from the extensive research and experience of agricultural advisors,
this chapter seeks to provide insight into the potential for improved or accelerated
technology transfer to help agriculture meet the new challenges identified in
the UNFCCC. Brief case studies illustrate different policies and programmes
that have affected technology transfer in a variety of situations. The cases
illustrate the role of government, industry and farmers themselves. In the end,
this chapter shows both the uncertainties and ways how countries can adapt to
climate change to achieve reliable and adequate agricultural growth while emitting
less and storing more GHGs.
