3.1 Introduction1
As noted in Chapter 1, technology transfer has many meanings,
and many different terms are used for the processes involved in the development
and international diffusion of technologies. Legally within the FCCC it relates
to "transfer and access to environmentally sound technologies and know-how
to implement" the Convention. Despite widely different perceptions and
interests, all Parties agree that transfer and cooperation to advance the availability
and use of environmentally sound technologies (EST) is critical to effective
responses to climate change.
This chapter explores the international political context and actual or potential
influence of international agreements and legal structures on technology transfer.
The subsequent chapters explore how domestic circumstances and international
programmes, including financial initiatives and institutions, can assist the
process of technology transfer.
