In its decision on the adoption of the Paris Agreement, the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) at its 21st Session in Paris, France (30 November to 11 December 2015), invited the IPCC to provide a special report in 2018 on the impacts of global warming of 1.5 °C above pre-industrial levels and related global greenhouse gas emission pathways.
 
At its 43rd Session (Nairobi, Kenya, 11 – 13 April 2016), the IPCC Panel decided to accept the invitation from the UNFCCC to provide a special report in 2018 on the impacts of global warming of 1.5 ºC above pre-industrial levels and related global greenhouse gas emission pathways, and to prepare a Special Report on this topic in the context of strengthening the global response to the threat of climate change, sustainable development and efforts to eradicate poverty.
 
The scoping meeting that prepared the draft outline for the Special Report was held on 15 – 18 August 2016 in Geneva, Switzerland.
 
During its 44th Session (Bangkok, Thailand, 17-20 October 2016), the Panel approved the outline of Global Warming of 1.5 ºC, an IPCC Special report on the impacts of global warming of 1.5 ºC above pre-industrial levels and related global greenhouse gas emission pathways, in the context of strengthening the global response to the threat of climate change, sustainable development, and efforts to eradicate poverty.
 
The Special Report is being considered by the 48th Session of the IPCC on 1 - 5 October 2018 in Incheon, Republic of Korea. It is developed under the joint scientific leadership of Working Groups I, II and III with support from WGI TSU.

Government and Expert Review of the Second Order Draft

The Government and Expert Review of the Second Order Draft of the IPCC Special Report Global Warming of 1.5 °C run from 8 January 2018 to 25 February 2018. Registration closed on 18 February 2018.

Expert Review of the First Order Draft

The Expert Review of the First Order Draft of the IPCC Special Report Global Warming of 1.5 °C run from 31 July to 24 September 2017. Registration closed on 17 September 2017.

Authors and Review Editors

A call for nominations of authors was issued to Governments, Observer Organizations and IPCC Bureau Members on 31 October 2016. The Governments, Observer Organizations and IPCC Bureau Members were requested to submit nominations via their focal points before Sunday, 11 December 2016 (midnight CEST) using the online application.
86 Authors and Review Editors from 39 countries were selected from 560 nominations that were received.

Pre-Scoping

The Steering Committee for the Special Report on global warming of 1.5 ºC circulated a questionnaire ahead of the Scoping Meeting in August 2016 to get input from interested parties on the structure and contents of the report. You can download the pre-scoping analysis here.

Scoping

A scoping meeting for the Special Report on global warming of 1.5 ºC was held on 15-18 August 2016 in Geneva Switzerland. The meeting resulted in a draft Scoping Paper describing the objectives and an annotated outline of the Special Report as well as the process and timeline for its preparation. The 44th Session of the IPCC (17-20 October 2016) held in Bangkok, Thailand approved the outline of the Special Report.
